Builds the answer of a strategy from its two decisions.

Parameters

publish bool

True when the pipeline sends the outcome that ended now to the results or to the errors. False is the same as a cancellation for a caller: the pipeline sends nothing for that item.

next IReadOnlyList<AsyncMapBase.AsyncToStart<TInput>>

Tracked items to start now, or to promote now. Give None for no items.
